Consider/Approve Teachers Recommended for Tenure


Preliminary Matters:

The granting of tenure is one of the most important decisions boards of education make. TCA §49-2-301(b)(1)(J) provides, “it is the duty of the board of education to assign to its director of schools the duty to recommend to the board of education teachers who are eligible for tenure or notify such teachers of their failure of reelection….”

The following first year teacher did not receive a recommendation for rehire from his respective principal and/or instructional supervisors, thus I am not rehiring him for the 2008 – 2009 school year:

South Fulton Middle/High – David Reid

The above noted teacher has received notification in accordance with Board Policy #5.117 and TCA §49-5-409(a)(2) (requiring notification prior to April 15).

The following teachers did receive a recommendation for tenure by their respective principal and instructional supervisors:

Black Oak Elementary – Jamie Lindsey-Huss *
Hillcrest Elementary – Cindy Darnall, Travis Johnson, and Kelly Rea
Lake Road Elementary – Justin McMahan, Kenthia Revell, and Sara Stevens
Obion County Central High – Jennifer Creech, Sarah Frazier, Michelle Johnston, Jean Little, Shannon Lyon, and Donnie Walton
Ridgemont Elementary – Paula Boley, Jentrie Coffey, Annette Ferguson, and Cheryl Reddin,
South Fulton Elementary – Alisha Hedge
South Fulton Middle/High – Lori Martin
Career Technology Center – Coby Watts

*Based on the following procedure: “Recognizing that a shortage exists for teachers of math and science, it has become increasingly necessary for the Obion County School System to actively recruit teachers in these instructional areas. For a teacher who has proven to be worthy of recruitment, the portfolio process can be an unnecessary burden. Therefore, beginning with the 2007 – 2008 school year, the Director of Schools may recommend tenure for recruited, highly-skilled teachers of math and science upon the completion of the following requirements:

  1. The teacher must have been recruited by the Obion County School System
  2. The teacher must hold a grades 7 – 12 endorsement in the area of shortage
  3. Specific evidence of effectiveness in teaching students, i.e., Gateway test scores from prior school or other similar documentation (specific evidence shall be at least three (3) consecutive years)
  4. Record of attendance for the last three (3) years
  5. Documentation of positive evaluations from prior system
  6. Serve a one (1) year probationary period with the appropriate system evaluations
  7. Letter from principal and department head, if any, summarizing reasons for recommendation of tenure.

In accordance with TCA §49-2-203(1), the decision to grant tenure, whether or not such recommendation is based upon this administrative procedure, is solely within the discretion of the Board of Education.

Staff Recommendation:

I agree with the recommendations for tenure of the principals and instructional supervisors and recommend those teachers for tenure.

The System will rehire all previously tenured teachers and all non-tenured teachers who received a favorable recommendation from their respective school principal for the 2008 – 2009 school year, although some may be transferred to a different school. I must notify teachers prior to May 15, 2008, of any transfers.
